Beyond the Border recognizes that today’s threats to our mutual security are global, complex, rapidly evolving, and sophisticated. As many of these threats require cross-border cooperation, greater information sharing between Canada and the United States is vital to enhancing our countries’ shared security.
The United States and Canada enjoy the largest bilateral trade and investment relationship in the world, supported by the Canada-United States Free Trade Agreement of 1988 and advanced since 1994 through the North American Free Trade Agreement (NAFTA).
On the evening of April 20, 2010, an explosion aboard the Mobile Offshore Drilling Unit (MODU) DEEPWATER HORIZON, located in the Gulf of Mexico approximately 50 miles from the coast of Louisiana, led to the sinking of the MODU, the tragic loss of 11 lives, and the worst oil spill in U.S. history.
Through the Beyond the Border initiative, the United States and Canada are committed to enhancing security while facilitating lawful travel and trade. Pre-inspection and pre-clearance are important tools for achieving these goals.

NCRC was transferred to FEMA along with other preparedness elements under the Post Katrina Emergency Management Reform Act (PKEMRA) in 2007. This shift recognized FEMA’s strong partnerships with state, local, and federal authorities, and was designed to promote the seamless coordination of all-hazards preparedness and response efforts between and across all National Capital Region jurisdictions.
The United States and Canada have long enjoyed a collaborative law enforcement relationship. Through joint threat assessment, investigations, operations, and support for prosecutions, consistent with our respective domestic laws, we have made both countries more secure while facilitating lawful travel and trade.

At 5,525 miles (8,891 kilometers), the United States-Canada border is the longest shared border in the world. The border, which crosses various terrains and environments, is a diverse region consisting of major metropolitan centers, integrated bi-national communities, numerous transit hubs, tribal lands, and vast regions with little or no population. It is also a dynamic border with accessibility and security requirements that vary significantly with the seasons.

Today, Deputy Secretary of Homeland Security Jane Holl Lute issued the following statement upon signing of a new Passenger Name Records (PNR) agreement between the United States and the European Union.
“The Department of Homeland Security (DHS) is troubled by the Department of Justice’s (DOJ) findings of discriminatory policing practices within the Maricopa County Sheriff’s Office (MCSO). Discrimination undermines law enforcement and erodes the public trust. DHS will not be a party to such practices. Accordingly, and effective immediately, DHS is terminating MCSO’s 287(g) jail model agreement and is restricting the Maricopa County Sheriff’s Office access to the Secure Communities program. DHS will utilize federal resources for the purpose of identifying and detaining those individuals who meet U.S. Immigration Customs Enforcement’s (ICE) immigration enforcement priorities. The Department will continue to enforce federal immigration laws in Maricopa County in smart, effective ways that focus our resources on criminal aliens, recent border crossers, repeat and egregious immigration law violators and employers who knowingly hire illegal labor.”
